I am directed to reply to your letter No. 4955/1908 anent the proposal to enact legislation on similar lines to The Merchants Skipping (Wireless Telegraphy) Act, 1919.

The subjest has been most carefully considered by

the Shipping Sub-Committee of the chamber at whose Meeting the

highly appreciated advice and assistance of the Harbour Master,

Commander Hake, has been available.

It was agreed that the enclosed memorandum

prepared by Commander Hake formed a reasonable basis for

legislation, subject to certain modifications which I am directed

to convey to you and with which, I understand, the Harbour Master

agrees in the main,

The proposed legislation should not penalise British

Shipping or damage the Port; 1.e. should not be

sufficiently onerous to cause foreign shipping to

avoid Hongkong and other British Porta in the Far East

having similar legislation or to place British Shipping

at a disadvantage with foreign vessels entering the

Port.

It would appear that specified ships, ether than the

large vessels which are already fully equipped with

plant and staff, would be adequately provided for if

they had the simplest possible Wireless equipment and

one operator, the equipment supplemented with an

automatic 8. 0. 8. receiving attachment which would

obriate any ecossion for watchers in these moderate

sized
